Correct answer: B
The South Asian Association for Regional Cooperation (SAARC) is a regional intergovernmental organisation of South Asian states, formed in 1985 to promote economic, social, and cultural cooperation. Its membership is granted only through the formal accession of a state, so a country is a SAARC member only when it has signed on to the SAARC Charter.
SAARC currently has eight member states: the seven founding members — Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka — signed the SAARC Charter at the first summit held in Dhaka in December 1985, and Afghanistan joined as the eighth member at the 14th SAARC Summit in April 2007.
Afghanistan — one of the eight SAARC member states (joined in 2007).
Maldives — one of the seven founding SAARC member states (1985).
Bhutan — one of the seven founding SAARC member states (1985).
Myanmar — a Southeast Asian country that has never acceded to the SAARC Charter; it takes part in ASEAN and BIMSTEC instead, and has held only observer status, never full membership, at SAARC summits.
Since Afghanistan, Maldives, and Bhutan are all SAARC members while Myanmar is not, Myanmar is the country that is not a member of SAARC.
