Under the RTE Act 2009 (Right of Children to Free and Compulsory Education Act), private unaided schools that admit children from disadvantaged or economically weaker sections under the 25% reservation are reimbursed by the government for those admissions. Before releasing this reimbursement, the State RTE Rules require a block-level verification of the children's enrolment in the school's records.

1. Under the Rajasthan RTE Rules, 2011 (Rule 11(7)), the enrolment of children admitted under the 25% quota must be verified at the block level before a school's reimbursement claim is finalised.

2. The officer responsible for administering elementary education across all schools within a block carries out, or arranges, this enrolment verification before the claim is forwarded for final payment.

3. Once the verification is complete, the reimbursement amount is released to the school for the admitted children.

• A Principal or Head Master administers only their own institution and does not act as an outside, block-level verifying authority over that same institution's claim.

• The Education Minister of the State operates at the state policy level and is not involved in case-by-case administrative verification of individual reimbursement claims.

• This leaves the block-level administrative officer for elementary education as the authority designated by Rule 11(7) to carry out the verification.

Hence, the enrolment of children is verified by the Block Elementary Education Officer before the final reimbursement to the primary school is made.
