Concept: The National Action Plan on Climate Change (NAPCC), announced by the Government of India in June 2008, is organised as eight National Missions, and each mission carries its own quantified target. When such a plan is said to "aim at installing" something by a target year, the phrasing points to a generation-capacity target set under one of those missions. The method, therefore, is to identify which mission carries an installed-capacity goal, and then read off that mission's figure for the stated year.

Application: Among the eight missions, the one whose target is an installed generating capacity is the National Solar Mission, operationalised as the Jawaharlal Nehru National Solar Mission (JNNSM) launched in January 2010. Its stated goal is the deployment of 20,000 MW of grid-connected solar power by the year 2022. So the quantity the Climate Change Action Plan aims at installing by 2022 is 20,000 MW of solar power.

The mission was designed in three phases, which is why more than one solar figure circulates for it:

• Phase I: about 1,100 MW of grid-connected solar by 2012-13.

• Phase II: a cumulative 4,000-10,000 MW by 2017 - an intermediate range, not the 2022 goal.

• Phase III: 20,000 MW cumulative by 2022 - the mission's end-point figure, and the one this question asks for.

Cross-check: none of the eight NAPCC missions sets a wind-power installation target. Wind deployment in India is driven by the Ministry of New and Renewable Energy's wind programme, state feed-in tariffs and Renewable Purchase Obligations, not by a capacity goal set under the Action Plan - so neither 20,000 MW nor 25,000 MW of wind power corresponds to an Action Plan installation target. A useful memory hook: the solar mission is the only NAPCC mission named after a specific energy technology, and 20,000 MW is its 2022 number.

Note for currency: in 2015 the Government revised India's 2022 solar target upward to 100 GW (100,000 MW). That revision came after the mission figure this question tests was framed; the figure carried by the Action Plan's solar mission for 2022 is 20,000 MW.
