A national observance day in India is a fixed calendar date that the Government of India notifies to commemorate one particular historical moment connected with the institution or theme being honoured. Different observances are anchored to different kinds of moments — a founding, a landmark speech, a legal milestone, or an astronomical event — so the date cannot be inferred from the theme alone.

The method is therefore always the same: find the specific moment that the notifying authority itself cites as the reason for the observance, and read that moment's anniversary off the calendar.

Application

For the Indian civil services, the moment cited by the Department of Administrative Reforms and Public Grievances (DARPG) is 21 April 1947, when Sardar Vallabhbhai Patel addressed the first batch of administrative-service probationers at Metcalfe House, Delhi, and described them as the country's 'steel frame'.

Civil Services Day is accordingly observed on the anniversary of that address, 21 April. The first observance was held on 21 April 2006, and the Prime Minister's Awards for Excellence in Public Administration are conferred on this day.
