Concept

A school scheme in India is traced to the policy document that recommended it. A national education policy is a Parliament-approved framework that states goals and then prescribes the concrete institutions needed to meet them, so a scheme meant to find talent irrespective of a family’s capacity to pay belongs to the policy whose central theme is equality of educational opportunity. Commissions that studied a different stage of schooling, and later schemes or policies that build on an existing institution, are not its originating recommendation.

Application

The National Policy on Education, 1986 made equality of educational opportunity its central concern and recommended pace-setting residential schools — one in every district — so that talented children, chiefly from rural families, could receive good-quality modern education irrespective of their capacity to pay. These are the Jawahar Navodaya Vidyalayas: free, co-educational and fully residential, with at least 75 per cent of seats filled from rural areas and admission at Class VI through a selection test. The Navodaya Vidyalaya Samiti was constituted as an autonomous body to run them; the scheme began experimentally in 1985-86 and expanded nationwide under this policy mandate, which the Programme of Action, 1992 reaffirmed.

Hence the Navodaya Vidyalayas were established on the recommendations of the National Policy on Education, 1986.
