What does the scope of multilingualism primarily encompass?

Multilingualism is the presence and active use of two or more languages by a speaker or by a community. Its scope is defined by what an enlarged language repertoire makes possible — how many people, texts and cultural settings a speaker can reach — rather than by any limit it imposes. In the study of language the prefix multi-, meaning 'many', marks exactly this widening of reach, while mono-, meaning 'one', marks its narrowing.

The stem asks what that scope primarily encompasses, that is, what falls inside it. Adding a language to a repertoire adds with it every speech community that uses that language: the speaker can now exchange meaning with people whose culture is carried in it, read what they write, and take part in what they discuss. What falls inside the scope of multilingualism is therefore contact that crosses cultural and linguistic boundaries — the condition UNESCO describes as the basis of intercultural dialogue. The scope accordingly encompasses promoting communication across cultures.

Contrasting the remaining values makes the boundary sharp:

• Restricting interaction to a single language names monolingualism, the one-code condition against which multilingualism is defined; it is the opposite pole of the same axis rather than a part of its scope.

• Limiting cultural exchange reverses the direction of the effect: every additional language a speaker commands adds communities they can engage with instead of removing them.

• Reducing opportunities for education reverses it in the same way: mother-tongue-based multilingual education is adopted precisely because a child taught in a language they already command gains access to schooling rather than losing it.

The scope of multilingualism is therefore best captured as promoting communication across cultures.
