Sanskrit is the second official language of which state?

Uttarakhand is the correct answer. In January 2010, Uttarakhand amended the Uttarakhand Official Language Act to declare Sanskrit as the state's second official language, alongside Hindi. It thus became the first Indian state to grant Sanskrit official-language status. (Himachal Pradesh later did the same in 2019.)
