Section 14 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 provides for the establishment of Special Courts. Under this section, for the purpose of providing speedy trial of offences under the Act, the State Government, with the concurrence of the Chief Justice of the High Court, specifies a Court of Session for each district to be a Special Court (and may set up an Exclusive Special Court for one or more districts). By way of contrast: Section 13 prescribes the penalty for non-compliance of an externment order under Section 10; Section 15 provides for the Special Public Prosecutor; and Section 16 empowers the State Government to impose a collective fine.
