Sher Shah Suri is credited with starting the systematic practice of land measurement. He had the entire cultivable land of his empire surveyed and measured using the Sikandari Gaz, classified the soil by fertility, and fixed the state's revenue share accordingly, also introducing the patta (title deed) and kabuliyat (deed of agreement) system. This measurement-based revenue settlement was later adopted and perfected by Akbar through Raja Todar Mal's zabti (dahsala) system. Hence, the practice of land measurement was started by Sher Shah.
