According to the final figures of the 2011 Census of India, Bihar had the lowest literacy rate at 61.80%, the lowest of any Indian state. A lower literacy rate means a higher proportion of people who cannot read and write, so Bihar had the highest illiteracy rate. By comparison, Uttar Pradesh (67.68%), Madhya Pradesh (69.32%) and Odisha (72.87%) all had higher literacy rates, so their illiteracy rates were lower than Bihar's.
