Use sheep-equivalent units. Since 3 horses = 5 cows and 6 cows = 10 sheep, 1 horse = 25/9 sheep.

A's usage = 21 x 25/9 x 6 + 15 x 5/3 x 2 = 350 + 50 = 400.

B's usage = 15 x 5/3 x 6 + 40 x 7.5 = 150 + 300 = 450.

A's share = 400/(400 + 450) = 8/17.
