When India became independent in August 1947, British India was partitioned into the dominions of India and Pakistan, and each of the roughly five hundred and fifty princely states was left free to accede to either dominion or remain independent. Building the territory of the new Indian Union therefore required a dedicated executive body to negotiate the princely states' accession, offer terms such as privy purses, and, in a few holdout cases, apply firm political pressure.

The Government of India set up the Ministry of States in July 1947 specifically for this task, with Sardar Vallabh Bhai Patel as its head -- serving simultaneously as Deputy Prime Minister and Home Minister -- and V.
