Each country's national space agency independently plans, builds, and launches its own missions from its own spaceport(s); a launch is credited to the agency that actually conducted it, and any launch-count milestone (such as a "100th launch") belongs to that same agency's own running tally, not to any other country's programme.

The NVS-02 satellite is the second satellite in India's NVS series, which sustains the NavIC regional navigation system. It was launched aboard the GSLV-F15 rocket from the Satish Dhawan Space Centre in Sriharikota on 29 January 2025, and this mission was recorded as the 100th launch conducted from that spaceport — carried out by the Indian Space Research Organisation (ISRO).

Why the other agencies do not fit:

• NASA (United States) runs its own mission count from sites such as Cape Canaveral and the Kennedy Space Center; it did not build or launch NVS-02.

• ESA, the multi-national European space agency, launches chiefly from the Guiana Space Centre in Kourou; NVS-02 lies outside its mission portfolio.

• Roscosmos (Russia) operates from the Baikonur and Vostochny cosmodromes; it had no role in this NavIC mission.

Since the mission, the launch site, and the milestone all trace to the same national programme, ISRO is the agency that achieved this 100th launch.
