Concept: In Indian public policy, one sector's framework is anchored to another sector's framework when both must act through the same institutional channel. The anchor is whichever framework already governs the institutions the new policy needs in order to reach people at scale, so the linkage follows the delivery channel rather than the surface similarity of the two subjects.

Application: The National Sports Policy 2025, titled Khelo Bharat Niti, was approved by the Union Cabinet on 1 July 2025 and rests on five pillars:

• Excellence on the global stage - building the pipeline of elite athletes and international performance.

• Sports for economic development - sports tourism, manufacturing of sporting goods, events and the wider sports economy.

• Sports for social development - inclusion of women, tribal communities, persons with disabilities and rural participants.

• Sports as a people's movement - mass participation, fitness culture and community-level engagement.

• Integration with education - embedding sport and physical education inside the school system.

Participation at national scale can only be built where every child already is, which is the school system. Curricular structure, teacher preparation and assessment norms in that system are governed by the National Education Policy 2020. The 2025 sports policy therefore carries a dedicated section on harmonising the two: physical education and sport are treated as part of the curriculum rather than an optional add-on, and teachers are to be trained as sports educators.

• Infrastructure frameworks govern capital assets and project pipelines; they can finance a stadium but do not reach the child in the classroom.

• Health frameworks govern clinical services and disease-burden targets; fitness overlaps with them, but the school curriculum lies outside their instruments.

• Technology frameworks govern research, innovation and standards; they support sports science but do not decide what a school teaches.

Result: the National Sports Policy 2025 (Khelo Bharat Niti) is integrated with the National Education Policy 2020.
