Answer: Figure B.

Each problem figure is a 2x2 grid containing four 'pin' arrows (a line with a ball at the head). Reading across the five given figures, each of the four positions rotates by a fixed angle from one figure to the next:

Top-left arrow: it turns 90 degrees anti-clockwise each step (right, up, left, down, right ...), so the sixth figure has it pointing up.

Top-right arrow: it turns 45 degrees clockwise each step (up-right, right, down-right, down, down-left ...), so the sixth figure has it pointing left (horizontal).

Bottom-left arrow: it turns 45 degrees clockwise each step (down, down-left, left, up-left, up ...), so the sixth figure has it pointing up-right.

Bottom-right arrow: it turns 90 degrees anti-clockwise each step (up-left, down-left, down-right, up-right, up-left ...), so the sixth figure has it pointing down-left.

So the missing figure must have: top-left up, top-right left, bottom-left up-right, bottom-right down-left. Only Figure B shows exactly this combination, so Figure B completes the series.
