A Power Sale Agreement (PSA) is a formal bilateral contract between a power-generating or distributing utility and a buyer -- another state's utility, a regional grid operator, or a foreign grid -- that fixes the quantum of electricity to be supplied, the tariff, and the duration of supply. Northeastern Indian states with surplus generation, particularly gas-based capacity, routinely sign PSAs both with neighbouring landlocked states over the regional grid and, where a cross-border transmission link exists, with adjoining countries.

TSECL is Tripura's state electricity utility, responsible for the state's power distribution and for procuring and trading power on Tripura's behalf. It has signed Power Sale Agreements committing power to Bangladesh -- routed through NVVN (NTPC Vidyut Vyapar Nigam) as the nodal trading intermediary, which in turn supplies the Bangladesh Power Development Board (BPDB) over the dedicated Tripura-Bangladesh cross-border transmission link -- and to Mizoram, a neighbouring landlocked northeastern state supplied through the regional grid. The Palatana gas-based plant that feeds this supply is owned and operated by OTPC (ONGC Tripura Power Company), with TSECL as the recipient and onward seller of the allocated power, not the plant's operator. This dual arrangement, one cross-border and one intra-region, is recorded in official project documentation on Tripura's power-export infrastructure.

• Bangladesh and Meghalaya: Bangladesh is correctly one of TSECL's Power Sale Agreement destinations, but Meghalaya, though it borders Bangladesh, is not the northeastern state named in TSECL's signed agreements; that state is Mizoram.

• Manipur and Assam: TSECL has separately supplied bilateral power to Manipur in the past (an arrangement since discontinued), but Assam does not appear among TSECL's Power Sale Agreement destinations at all, so this option's pairing is not supported.

• Mizoram and Nagaland: Mizoram is correctly one of TSECL's Power Sale Agreement destinations, but Nagaland is not; TSECL's cross-border destination is Bangladesh, not Nagaland.

Among the pairs offered, only Mizoram and Bangladesh are both confirmed TSECL Power Sale Agreement destinations.
