Concept: Effective decentralization of educational governance, as envisaged by NCF 2005, rests on three pillars operating together: a strengthened institutional network at the ground level, availability of local human expertise, and material support that lets teachers act on that expertise. Removing any one pillar weakens decentralization at the classroom level.
