An assertion–reason item is settled in two independent stages, and the order matters. Stage one judges each statement on its own: is the assertion (A) a true statement, and is the reason (R) a true statement? Stage two arises only when both survive stage one, and asks a different question — does R supply the causal ground of A, that is, does R answer “why is A the case?”
The two stages are independent because truth and explanatory power are different properties. A statement can be entirely true, and even topically related to the assertion, and still fail as an explanation, because it answers a different question. Defining a term, or naming a condition that is merely necessary for the assertion’s subject, is not the same as giving the reason the assertion holds.
