Directions: In one of the historical reforms of the economy of India, Rs 500 and Rs 1,000 notes were banned. This was one of the boldest movements by the Government of India announced over a 40-minute speech. Most of the industry and commoners alike reacted to this decision to curb corruption with overwhelming support. Whereas some sections are of the opinion that it is a draconian scheme causing hardships to people. A recent study had pegged India's black-market economy at over Rs 30 lakh crore or about 20 percent of total GDP. This is even bigger than the GDP of countries like Thailand and Argentina.

Which of the following negates the motive behind the decision taken by Government of India?

(I) In a recent survey, India is placed 25th on a low-corruption ranking (i.e. comparatively less corrupt).

(II) Mr X, the former CEO of a reputed company, has been arrested on a corruption charge of Rs 15 thousand crore.

(III) CBI has raided the house of top businessmen of different states and has seized a total of Rs 2 lakh crore of black money.

Correct answer: A

Concept

To negate (weaken) a motive, a statement must attack the premise that justifies the action. The motive here is to curb corruption and black money; therefore only a statement implying that corruption is small or insignificant can negate it. A statement that confirms large-scale corruption supports the motive — it does the opposite of negating it.

Application

Evaluate each statement against the motive ("corruption is a serious problem, so currency was banned"):

  • (I) The survey places India at the 25th position on the low-corruption scale, i.e. corruption is comparatively limited. If corruption is small, the drastic ban looks unnecessary, so this statement weakens / negates the motive.

  • (II) A former CEO arrested for Rs 15 thousand crore corruption. This is direct evidence that large corruption exists, which strengthens the motive.

  • (III) CBI seizing Rs 2 lakh crore of black money. Again confirms a large black-market economy, which strengthens the motive.

Cross-check

Statements that supply proof of heavy corruption can never negate a corruption-fighting motive — they justify it. Only the survey statement, by indicating corruption is comparatively low, undermines the rationale. Hence exactly one statement negates the motive.
