Concept

In teaching-learning theory, instruction is organised into three classical Levels of Teaching, arranged from lowest to highest by the depth of mental engagement they demand: the Memory level (rote recall, proposed by Herbart), the Understanding level (grasping relationships and meaning, associated with Morrison), and the Reflective level (critical, problem-centred thinking, associated with Hunt and Bigge). A defining marker of each level is the classroom climate it requires — authority-driven at the lowest level and progressively more open, democratic and learner-led as the level rises.

Applying it here

1. The stem describes a climate of sharing, caring and free interchange between teacher and students — i.e. an open, democratic, two-way classroom rather than a one-way transmission.

2. Among the levels, the highest one is built precisely on this kind of open, independent environment: the teacher acts as a democratic guide while learners actively participate, raise problems and think them through.

3. That highest level is the Reflective level, so the open, sharing-and-caring climate is most helpful to Reflective-level teaching.

Contrast with the other levels

• Memory level — relies on an authoritarian, teacher-controlled climate aimed at rote retention; an open sharing-and-caring atmosphere is not its requirement.

• Understanding level — still largely teacher-centred, organised around explaining relationships and meaning; it does not depend on a free, democratic interchange.

• Autonomous development level — this is a term drawn from learner-autonomy theory and is not part of the classical levels-of-teaching framework at all, so it does not name a level of teaching the stem could be asking about.

Result: an open classroom marked by sharing and caring is most helpful for the Reflective level of teaching.
