Concept

Local self-government means democratic governance by elected local bodies (panchayats in rural areas, municipalities in urban areas). Its guiding aim is decentralisation: bringing decision-making closer to the people so that public services and development are managed at the grassroots. In India this design was given constitutional force by the 73rd and 74th Amendments (1992), which made local bodies the third tier of the federal structure.

Why each stated aim qualifies

• Administrative Delegation – powers and functions are transferred from the Union and State levels down to local bodies, so routine administration happens nearer to citizens.

• Direct Democracy – at the village level the Gram Sabha lets ordinary residents take part in decisions directly, the closest the system comes to direct democratic participation.
