Madhya Pradesh was about 27.6% urban in the 2011 census. The question is at the DIVISION level, so each division's urban percentage is the combined urban share of all its districts, not of its single largest city. Bhopal division (Bhopal, Sehore, Raisen, Rajgarh, Vidisha) is anchored by the capital, which is over 80% urban, and has only five fairly compact districts; its aggregate works out to roughly 38% urban - the highest among the divisions offered. Indore division, although it contains the heavily urban Indore district (~74%), also bundles seven largely rural and tribal districts (Dhar, Jhabua, Alirajpur, Khargone, Barwani, Khandwa, Burhanpur), which drag its aggregate down to about 32%. Ujjain and Gwalior divisions are lower still. A common trap is to confuse the most urbanised DISTRICT (Bhopal, ~80%) or the largest urban city (Indore) with the most urbanised division; here the division answer is Bhopal division.
