Concept

In Statement–Course of Action questions, a course of action "follows" only when it is a practical, immediate step that directly remedies a problem the statement itself names — not merely a related or general idea. Each distinct problem in the statement needs its own direct remedy; "Either...or" applies only when two actions are rival solutions to the SAME single problem, and "Neither" applies only when no offered action actually addresses what was named.

Application

The statement names two separate shortcomings:

• The curriculum has not been revised in keeping with the pace of change.

• The education system needs to be made more flexible.

Course of Action I (periodic review and revision of the curriculum) is the direct fix for the first shortcoming. Course of Action II (making the system more flexible) is the direct fix for the second shortcoming, which the Chairman raises explicitly as its own point, not as background colour. Since each action targets a different, explicitly-named problem, and neither depends on the other being carried out, both are warranted independently.

Cross-check

Restricting the response to a single action would leave one of the two named problems unaddressed, so a one-action answer under-covers the statement. Treating the actions as alternatives ("either...or") would only be valid if they competed to solve one problem, which is not the case here — they solve two different ones side by side.
