By the early 19th century the Mughal emperor retained only titular authority under British paramountcy; even so, British protocol still treated the Mughal throne as the nominal seat of authority, so grievances over royal privileges and pensions were sometimes carried to England through an emperor's own envoy.

In 1830, Emperor Akbar II, aggrieved at the reduction of the pension the East India Company paid to the Mughal household, deputed Raja Ram Mohan Roy to London as his envoy, granting him the title "Raja" for the mission, to place his grievances before the British Parliament and Crown; Roy carried out this mission until his death in Bristol in 1833.
