Designing a school “from scratch” means:

Concept. To make anything from scratch is to build it from first principles, taking nothing already in place as given. Applied to a school, this is goal-first (backward) design: the aims the institution exists to serve are settled before any structure is chosen, and every structure is then justified by those aims. It stands opposite to incremental reform, which preserves the inherited system and adjusts it only at the edges.

Application. A from-scratch design therefore carries two marks. First, purposes precede structures — the goals are fixed before the timetable, syllabus or staffing pattern is decided. Second, the redesign is whole-system: curriculum, pedagogy, assessment, timetable, use of space and staff roles are all reopened, because every part has to earn its place against the stated goals. Setting clear goals first and redesigning all parts of schooling to meet them carries both marks.

Contrast this with the other ways a school can be changed:

• Adding new activities while keeping the basic school system unchanged is additive reform — the inherited system survives intact, so its purposes are never reopened.

• Using standard curriculum models without changing existing structures borrows a plan from outside and fits it into structures that stay as they are, so the design does not begin from the school's own goals.

• Keeping traditional school practices without reviewing their purpose justifies practice by habit — the very assumption a from-scratch design sets aside.

Result. Designing a school from scratch therefore means setting clear goals first and redesigning all parts of schooling to meet them.
