Where is the Indian Institute of Information Technology (IIIT) being set up?

Concept — A new Indian Institute of Information Technology set up under the Ministry of Education’s Public–Private Partnership scheme is created jointly by the Central Government, the host State Government and industry partners, and it is the host State that supplies the land. So a question of the form “where is such an institute being set up” is answered by the particular village whose land was transferred for the permanent campus — not by the district the institute is named after, and not by the temporary transit campus it works from until construction is finished.

Applying it here — The institute concerned is IIIT Sonepat, run in partnership with the Government of Haryana along with HSIIDC and HARTRON. A site-selection committee cleared its site on 12 July 2013, Haryana sanctioned the transfer of the gram panchayat land on 17 September 2013, the foundation stone was laid on 21 December 2013, and academic sessions began in 2014-15. That land — roughly 50 acres — lies in the village of Kilohad, written Kilohard in the district’s own village list, in the Sonipat sub-division of Sonipat district. Until the permanent campus is ready the institute has functioned from a transit campus at Shri Balwant Institute of Technology in Sonipat, which is why the transit address must not be mistaken for the answer. The place asked for is therefore Kilohad.

Cross-check — All four names are genuine villages of Sonipat district, so naming the district cannot separate them. The one fact that does separate them is whose panchayat land was actually transferred for the campus.
