The rule in this matrix (read each row left to right): each figure holds two arrows. Going from the left figure to the middle figure, only the right-hand arrow reverses its direction. Going on to the right figure, both arrows reverse. The left arrow of every figure stays fixed within its column. (The arrows are vertical except in the middle row, where the right-hand arrow is drawn horizontally, but the same reverse-the-arrow rule still applies.)

1. Top row: left figure is up-up. Flip only the right arrow to get the middle figure up-down. Flip both to get the right figure down-up. This matches the drawn top row.

2. Middle row: left figure is up-right. Flip only the right arrow to get up-left (the middle figure). Flip both to get down-right (the right figure). This matches the drawn middle row.
